The proposal would see the classification of the site changed from a less-vulnerable use to a more-vulnerable use and, in conjunction with both an anticipated level of internal flooding up to a 2.18m depth and regular loss of access and egress then this would not be considered tobe a suitable location to live. For these reasons the proposal is considered to fail to comply with paragraphs 167 and 168 of the National Planning Policy Framework (2021).
